Dear Resident of Prince Georges Avenue, Circle Avenue, Belford Place, Belford Drive or Elm Avenue;
This letter is to let you know about an upcoming meeting to discuss the possible construction of sidewalks and traffic calming measures, as well as a planned improvement to the stormwater system in the area. The meeting will be held on Tuesday, February 28, at 7:30 pm, the home of Kathryn Haines at 6802 Prince Gorges Avenue.
The City received a petition in the summer of 2009, requesting a sidewalk for the 6800 block of Prince Georges Avenue. In addition, the City received a petition requesting traffic calming for Prince Georges Avenue between New Hampshire Avenue and Elm Avenue.
At the meeting, all three topics will be discussed. There are different processes in place for each project. The process for new sidewalks includes having a meeting with the affected and interested resident, then soliciting votes from the households on the affected street (Prince Georges) as well as those on the cross streets within one block (Circle Avenue and Belford Drive). If the City receives positive responses from 50% of the respondents, then the sidewalk can enter the design phase. Once a design is developed, another meeting will be held to enable residents to comment on the plans. Once a final plan is developed another vote will be taken of those households whose property abuts the proposed sidewalk. If the City receives positive votes from 50% of the respondents, then the sidewalk can be scheduled for construction.
The process for traffic calming requires the City’s receipt of a petition signed by 2/3 of the residents in the affected area. The request needs to have been discussed by the neighborhood association, if one exists. Both of these steps have already taken place in July, 2009. The next step requires the City Council to hold a Public Hearing on the request and vote whether to approve. If approved, the City would hire a design engineer to develop traffic calming proposals. There would be a community meeting to review the proposals and finalize the design. Once a final plan is developed, the City would schedule the project for construction. At February 28th’s meeting, City staff would like to hear from residents about the perceived traffic problems and any suggestions the community has for addressing those problems in preparation for the Public Hearing.
The final agenda item for the meeting would be the presentation of plans the City has developed for making improvements to the stormwater system located in the public space at the corner of Circle Avenue and Prince Georges Avenue. The plan call for removing the invasive plants, regrading and replanting the area and creating a bio-retention area to filter stormwater. The City Engineer plans to start construction on this project in the spring or summer of this year.
